The question of when "a group" should officially classified as "hate group" can be debated.

But cities, states and federal organizations largely in conjunction with the southern poverty law center (the primary experts on hate groups) have very detailed listing of "existing" hate groups.

So if a police officer joins a bowling team and they sit around telling jokes about how mexicans don't bowl well and suck at math is that a hate group? Probably not. If however a Police Officer joins "the Proud Boys" a recognized hate group from Illinois or "We are Change" a recognized hate group in Chicago, it's not a real debate.
