A child molester and someone with a few ounces of pot are both "criminals" and the Tough On Crime crowd doesn't usually dig past that. "Criminals" deserve what they get, so the beatings and rapes have become an acceptable and even expected aspect of "justice". A lot of people in America (ESPECIALLY conservatives) have a black-and-white perspective on criminals. You're either a criminal or you're not.
