He's not portrayed as non verbal, the lack of written or voiced dialogue in games is strictly a dated element of the media format that is not seen in comics, manga, or shows. Furthermore, caving in to fans over this trivial tradition from the games is the exact type of thing that would likely result in a bad movie.
