In theory it makes sense. It was a dumb limiter in this case, since the mob was one big organism, so there was no need to worry if who you were shooting at "deserved it" more or less than the guy next to your target. It also telegraphs if any group is big enough, the police are powerless.

Another reminder of how otherwordly soft Trump is being treated. I've lost count of how many warning and lines he's told to cross, he does so anyways, and gets a stern finger waggle, if that. Any normal person would have been sealed away for good with even 1 infraction. It really is exposing our two-tiered justice system.
