But sure, let's take the IDF at their word, pretending they don't lie all the time. Given how small and densely populated the land is, if terrorists needed to set up base in Gaza for attack range, it'd be impossible to avoid being near civilians. Did people think Hamas would set up a base that sticks out like a sore thumb with a giant sign saying "Hamas Headquarters here"? That's not how guerrilla warfare works.

This is all an excuse to commit ethnic cleansing. Israel will not stop until Palestine is completely wiped out and even then they want more, considering the map that netanyahu showed of his plans for future Israel. Don't act surprised when it happens. Though, knowing how some people think, they'll think it was justified because supposedly the Palestinians "don't want peace".
