Does being mastered for phone speakers just mean less effort and quality

It probably means maximizing the desired frequencies coming out of those speakers so that the song won't sound like crap to other people being subjected to the music being played on the person's phone.

I listen to most music on cheap USB computer speakers, headphones, or non-fancy car speakers, but I'd much rather that music for the most part be produced so that it can sound best when played on the optimal sound system, which phone and ear buds are not. Hopefully there will still be a strong market for music mastered for higher grade equipment through Tidal and the other high-end streaming companies, but I don't really know how the industry works or what big market incentives are currently in place.
