You've spent more time worrying about what impact certain punishments might have on the boys than thinking about the safety of the girls who had their consent violated. Very little of this topic is spent on what's best for the victims period, which is pretty fucked ngl I literally stated that since the photos and stuff were happening out of school, expelling the students wouldn't stop it and seems like a poor way to punish the boys.
