Bruh, the gym leaders are all grown ass adults more than half of the time. The villains? All adults. It doesn't say anything about them, because there's a ton of character designs that are really good.

It's a childrens franchise. The child characters outweigh the adult characters even when you include the adults. There's child Gym leaders and elite 4 members. And most people are going to think of the anime which de-aged some characters instead of the adult versions of them in other media.
