If it was just Boulevard of Broken Dreams separately, it would place much higher. Holiday is track 3 on the physical release and Boulevard is track 4. They are separate songs. They're also played independently on the radio. Contrast that with Jesus of Suburbia, which is listed in the liner notes as (going off memory) 5 different parts, but all within the same greater piece.
