I grew up in Chicago and I think this is wildly exaggerated. Most Chocagoans do prefer hot dogs without ketchup, because it's too much sweetness combined with the relish and it overpowers the other flavors. But they don't care if you want to put ketchup on your hot dog. My little sister was a picky eater so she would only eat them with ketchup and onions, and even at the famous traditional Chicago hot dog places nobody cared. The staff assumes no ketchup when you ask for a hot dog with everything on it, but if you request ketchup they'll put it on no problem.

Anyway if it's a real Chicago hot dog with Vienna beef franks and everything I prefer no ketchup. But if I'm at Costco or I'm making cheap hot dogs at home or something then I usually put on ketchup, mustard, and onions.
