It doesn't work like that for the outfits, it's actually pretty money grabbing when you stop and think about it.

Basically gacha banners have a stamp card to them. When you do any multi-pull you're also rolling for a number of stamps to fill up the stamp card with. While you're guaranteed at least 1 stamp per multi, you need at least 12 stamps to get the outfit. So at the absolute worst case scenario you need to do 12 multi-pulls to get the outfit, which can be very costly.

If you're re-rolling you're essentially rolling for that .01% for all 12 stamps to get the outfit, which is an extremely low chance of happening.

Thankfully the game has been giving out a lot of free Crystals in celebration of its launch, so it is possible to do some re-rolling to fill up the stamp card some what and then actually play the game to farm Crystals.
