Well, we (the readers) know that Vegeta didnt need to go Oozaru. But he didnt. From his perspective, he just received a hand-to-hand ass whooping and then one of his stronger attacks was completely overwhelmed. He felt backed into a corner.

Had Vegeta simply continued the fight without going Oozaru, one could make a point that the fight could have gone better for Vegeta. As you mentioned, Goku was spent. He was running on fumes already. Oozaru Vegeta could have destroyed Goku in a heartbeat, but he was playing with his food. In his normal form, Vegeta also could have (unknowingly to him) beaten Goku in a heartbeat. Or at the very least, lest Goku as a crippled, shattered person same as Oozaru Vegeta. Except the problem with going Oozaru is that Vegeta weakened himself noticeably in the process. Possibly by as much as a few to several thousand. And that was energy that Vegeta really needed at the end of the fight on Earth.

Again, not stating this as fact. Just that it is within the realm of possibility.
