The shooting cop probably pulled out his gun as she stepped on the gas. AND fired just once with a killshot? AND "heroically" dodged out of the way? That's the police narrative. She tried to run him down, he shot, and dodged. I'm pretty sure they'd include the amazing detail that he had the self-control to not clear leather until that quarter-second where he heard the engine rev and the vehicle lurch forward and make the one perfect shot while coming away unscathed.
