Criminals being criminal is not an excuse for police to be negligent morons. 1 - They do exist and this topic and many others are proof of that. 2 - How would she be arrested and in custody if the police just let her leave the scene of the crime? Just because they have her license plate number doesn't automatically mean they could locate her.
