I've stolen everything. You probably failed a check or if the NPC is mobile they have turned around and saw you. Dunno if it works like in DOS2 where you can lock an NPC down with another player, but if you need a distraction a Bard helps. --- Others don't get to dictate what's normal and what isn't.
