That's a fucking terrible idea. If a cop runs the plate it'll show up for a completely different car Yeah, but they know they won't get in trouble unless they get caught doing it constantly. "Wait, my normal plate isn't on there? Someone must have switched it!" Pretty much no way to prove they took it or were aware it was on their vehicle.
