-A lot of people have a black and white view of morality. Rehabilitation relies on the fact people do good and bad things, while many instead believe that there are good people who do things and bad people who do bad things.

While they aren't strangers to making up arbitrary hierarchies, they certainly wouldn't refuse the opportunity to use a semi-justifiable one either, and portraying criminals as second class citizens is just that
