I feel like in DoC they hint more at that Reeve has created a learning AI that retains the memories of previous versions of itself, but it is pretty murky. He's definitely just Reeve in the original game I feel and really the only thing that hints that he isn't is the one line he has about sacrifice. That being said, I've always found it difficult to vote for Cait under the impression that he is Reeve, and voting for Cait Sith is actually voting for Reeve. I think Reeve got in one year and did extremely poorly, which makes me really sad. I really like Reeve, both in VII and Dirge of Cerberus (he's one of the best parts of the game for me).
