Yeah there's a couple of sidequests that add party members until you're ready to leave for the final mission, so I guess it's better to do them first. ~~Do Joshua's first and Jill's makes itself available right after.~~ Yeah turns out what happens is that he follows you specifically for his side quest line, so if you pick it up and then go do all the others he stays with you the entire time regardless.
