The other services have no incentive too right now. They are nowhere near market saturation yet. Their goal is just getting non-users to become subscribers. They don't really care if they are sharing. Hell, with the market leader being expensive and not allowing sharing, account sharing is a competitive advantage for the other guys.

The reason Netflix has finally started cracking down on sharing is because they had run out of new subscribers. Anyone who was going to subscribe to Netflix either already does or is borrowing an account. They don't have truly new users left. That's why they are turning inward towards users who don't pay. None of the other services are even remotely big enough to have that issue yet.
