I do have a question though. Why am I still able to watch Netflix at my office when my residence is 30 minutes away and is the designated "primary household"?

I believe it'll depend on the device you use, because I was reading that as long as you log-in on your "home" network every 30 days, the device you use can access Netflix wherever.
