not really. First off, just finding this submersible in the ocean would be like finding a hay in a needlestack just because of how dark it is, then I don't think anything they sent down to find it would be as properly equipped as it should to be able to hoist it back to the surface. However supposedly the ballasts that weigh it down are supposed to dissolve within 16~24 hours so it should automatically float back up to the surface if it isn't entangled in anything. However the submersible has no beacon to signal where it is and it's unable to be opened from the inside

so hopefully they're floating around on the ocean surface waiting to be rescued before they run out of air, I think that's honestly the only shot for rescuing survivors
