And to add to it, those "deep submergence rescue vessels" you'll occasionally see on pictures of US subs? Most of them are fake, or rather, they aren't a DSRV, they're a dive lockout chamber for special operations divers.

Really, "deep sea tourism" is a horrible market to try and crack because most people are not the type to take well to being in a submarine. You're probably safer in an airplane, and much like a plane, shit can go incredibly wrong, very fast, and the last thing you want is someone panicking.

They still have to try, they can't just say "well its a sub, no point in trying"
