It would probably be armed citizens + parts of the army vs other armed citizens + parts of the military. There are also limitations on how much of the fancy military tech they can use. If you start bombing your citizens you'll blow up the infrastructure that powers your war machine. In the event of a civil war the dumb dumbs that start it will get drone striked to high hell.
