there's a reason we can't own anti-tank weapons. well, besides people just going around blowing up random cars.
In the event of a civil war it probably wouldn't be armed citizens vs the military. It would probably be armed citizens + parts of the army vs other armed citizens + parts of the military. There are also limitations on how much of the fancy military tech they can use. If you start bombing your citizens you'll blow up the infrastructure that powers your war machine.
