That opens up a substantial can of worms as far as privacy and controlling sensitive personal documents goes (photos of ID can be used as the basis for identity theft) and still doesn't make it more secure than having a person verify the ID because there's nothing to verify that the ID actually matches the person (not without getting into facial recognition, which opens up even more problems).
