So what exactly is the reasoning regarding banning talks about "periods" in elementary schools? I mean sure it can sound "yucky", but it's absolutely necessary.

The bill makes it a crime to talk about sexuality unless a student is between the 6th -12th grade. It also makes it easier for parents to challenge which books and topics about sexuality are being used when these classes are occurring. I guess the assumption is that knuckle draggers assume that teachers aren't smart enough to manage these discussions appropriately in the classroom so the state wants to interfere on parents behalf by using the law to make the classes more uniform across the state.
