Isn't whether someone is tried as a juvenile or an adult taken on a case-by-case basis that factors in both the severity of the crime and also the degree to which the person might have been aware that what they were doing is criminal?

I don't know that it's based around how pissed off we are, but I'm sure there's a correlation between the level of pissed off and the severity of the crime that just happens to align nicely with the criteria they consider.

This isn't a 10 year old that pushed his teacher. It's a 17 year old that knocked them unconscious and then kicked them repeatedly while they were down. A 17 year old that has been charged with battery multiple times.
