Don't try to use everyone, it'll spread the experience way too thin. In general, you should be maintaining a core squad of 10-12 characters for most of the game, only going up to a max of 14 really late.

In your immediate future, you'll recruit 6 new characters across the next 3 chapters (3 in chapter 7, 2 in chapter 8, 1 in chapter 9) and they're all above level 10 at the time they join, so you can basically replace and bench all of those underleveled characters. Jean and/or Anna are worth trying to have catch up if you want to put in the effort, but the others you mentioned really aren't worth it if they're underleveled at this point.
