I got a master seal from the Anna quest. Who should I use it on? Alear?

Before you do anything, go to the item shop and check if there was a shop inventory update. You should be getting 2 more master seals along with 3 second seals in the shop within the next chapter or two. I can't remember exactly when they get added. Once you get those, you can really think about who to use those first 3 promotions on, because the next set of seals you can buy aren't until a couple of chapters later.

Alear is a safe bet to promote early due to the stat boost helping their survival and growths, but there are others who would be more useful. You could reclass Anna to a magic class like Sage or Mage Knight to take advantage of her insane magic growth, you could make Louis or Jade a Great Knight for 2 extra movement and an additional weapon type to help them tank better, or if you just really need another staff user or another good user of a certain weapon type, you could promote someone to a class that uses them.

Remember: It's almost always better to promote first and then use a second seal to re-class. There are a few characters where re-classing first is justifiable due to their low starting level (Jean, Clanne if you switch him to a physical class, Anna if you switch her to a magic class) but those are exceptions, they take more effort to raise that way, and they can still work just fine if you just raise them to 10 normally and then promote.
