Shooting up the bag with the cannon would probably cause it to come down much more slowly, so more of the payload could be recovered. Probably altitude issues. 65,000 feet is the absolute maximum altitude an F-22 can handle, so cruising at a more comfortable altitude and letting the unmanned, less expensive missile handle the last few thousand feet was probably a less risky option than trying to gun it down. --- This is my signature.
