As for the topic at hand, obviously. Clubbing or kicking someone in the head is just insanely dangerous and should be an automatically fireable and chargeable offense barring meaningful life and death situations. And merely resisting is not that.

As for the topic that a load of people apparently think this is cops arent trained to aim for the head for the same reason theyre not trained to aim for limbs. Theyre smaller targets and are harder to hit. Theyre trained to shoot the core. In scenarios where discharging a firearm is actually necessary, you shoot to stop a target and the most effective way of doing that is aiming for the biggest target, the torso.
