That would be impossible to implement, simply because some places literally have more people than land to house them in.

And that's just the tip of the iceberg when it comes to problems that will arise.

This could probably work if people were willing to be housed almost anywhere rather then where they and.......most others would probably want to live.

But most of them would likely rather stay or risk homelessness then be forced to live in a lesser city or state. So it probably wouldn't work.
