I'm pretty sure that was the accepted theory by fans for decades and didn't trouble anyone. But Chibnall must have seen the episode when he was a kid and it bothered him so much that he grew up wanting to write an explanation for a 2 second cameo. The theory was long-standing in the Doctor Who fandom.
