From my experience, they're better than the JRPGs I've played. But you're right that a lot aren't good or good enough at it.

Well I'd say Xenoblade 1 and 2 has an atrocious quality when it comes to side quests, but 3 did them a lot better as it contributed to the world building.

That said even though some rpgs have a few dumb side quests, usually there's not an insane amount of them. Tales of Arise had a nice balance imo, not all side quests need a Shakespearian tale, but when there's too many simple crap like fetch quests, it hinders the quality in general. A fetch quest now and then is not the end of the word, but I swear X1 and X2 felt like chores and I feel the same way about the gig in Cyberpunk. Gigs were not necessary bad, but the stories were boring(most of the time) with no recurring characters which is ironic because the Witcher 3 litterally made me hooked to the story of the side content
