So wait, that's the cost to the company running this thing right? They're not actually charging people $43,000 for what is essentially a tool shed with a bed in it.

Those living in the sheds aren't being charged anything. The city of LA buys the shed for $4,900... then spends another $38,000~ kitting it out.

The city could probably buy, en masse, the Meka Modular Liberty 160 for the same money. So they're really not getting their money's worth.
