Rocky was ducking him. He is literally Rocky from Rocky 1 with a better record and no short cuts. Senator Kelly from the X-men movie. He wasn't looking to put anyone in camps or round people up. He just said these living weapons should be tracked. So you can know if the guy next door can take out the whole cul-de-sac if he loses his glasses. Lastly Bobby Heenan...
