[talking about other stuff to draw it out for a good 30 seconds] ...Hern of Oklahoma" Think she just wanted to get speech time since placing an official nomination before the round of voting lets you make a speech and is the only time you can as things currently stand. You can vote for people not nominated - as she did when she voted for Hern in Ballot 8, or Gaetz's Trump votes - the only real benefit of officially nominating someone is getting to make that speech.
