My details are probably a bit fuzzy, but
Father Pucci's stand evolves into a new Stand that grants him the ability to use gravitational force to dramatically speed up time, which allows him to reset the universe. He also kills pretty much all of the main characters except for Emporio, who kills Pucci and causes the universe to reset again. This time, all of the main characters who were killed in the previous timeline are reincarnated as different versions of themselves, apparently unrelated to the Joestar bloodline in this new universe. This directly sets the stage for the next part, Steel Ball Run, which is essentially a reboot of The Phantom Blood with reimagined characters, themes and a whole new premise.
