You also have the blog of Takeshi Shudo who wrote the original anime and he also states they don't exist, the screencaps you see from the early anime were mistakes from miscommunication between the art department and anime staff. He even writes in his blog that he couldn't include them in the scripts he wrote back in 1996. Which is why they continuously refer to pokemon "cat like" or "dog pokemon".
