Mate, chalk and cheese. Was Hawking's communication hamstrung by his computer to the point where he is incapable of stringing together a coherent sentence? No. In fact, having one would probably help Fetterman since he'd be looking/pointing at the words rather than trying to count on his innate recall for language which is clearly broken from his stroke. Does this mean he's incapable of writing it or reading it, or performing his role to standard insofar as office is concerned, not speaking? No, not at all; because it's verbal recall that's affected, not written.
But, ultimately, no matter which way you want to cut it, it's not a good look. Any reasonable person would have little to no confidence in someone who's incapable of speaking clearly.
