The main villain literally goes on tv to broadcast a tournament that ends up being him fighting two characters. The androids were the only interesting part. Several characters actually had plot relevance like Piccolo, Tien, or Krillin. Cells first form was the scariest. The three party format of conflict was engaging. Etc. People hype up Cell because of nostalgia.
