Disagree with Tomo being outclassed by Djeeta or both Makotos. Djeeta and regular Makoto have their team spots for their utility, not their personal damage, Tomo isn't really competing with either of them for her team spot, and would prefer to be on a team with them instead. IIRC Tomo's personal damage is better than either of them, for now at least.

S!Makoto is only better when there is exactly one target. Any more targets means Tomo is better, even without UE.

Muimi's the best comparison, as both are cleave DPS with good ST damage at this point. Generally I wouldn't consider Muimi outclassing Tomo though, as they're pretty comparable. Tomo has slightly more range, and her cleave damage is more consistent, while Muimi only cleaves during her UB window. I think Muimi has better ST DPS between the two, which is why she is generally better.

Reviewing what I posted earlier, I for some reason put Tomo's role backwards (which probably means I shouldn't post evaluations late at night). She's a good cleave DPS unit, with decent ST damage, not ST DPS with decent cleave. She's still not meta-defining, but is good enough to see use in the current PvE meta when her niche comes up.
