A cop who covers for another cop who does those things is a bad cop. A cop that knows these things happen and does nothing to stop them or change the situation is a bad cop. A cop that actually speaks out about those things and tries to stop them is no longer a cop anymore because they get fired for going against the system. Find me a cop who actually spoke out about police brutality and accountability, got to keep their job, and actually brought about meaningful change in their department.
