It depends on if they're an alt or not.

"Oh uhh but how do we know they're an alt" you can usually tell with how comfortable and accustomed they are to the website to show their whole ass at the first opportunity, and there's a tangible difference between being new/getting used to a new environment and pretending to be a bumbling newbie who's "just asking questions" because they're not familiar with the environment.

If the new user is a SMALt or clearly someone who's gotten in trouble and is using an alt to hunt for the biggest impact of them being a shithead, I'm okay with clean-history bans. There's also usermaps that mods can use to determine this. But if they're genuinely a new account, as tough as it can be to really discern that? Sure, give them a chance.
