Swapping a character's race matters if the act of them being a particular race actually has any bearing on the plot or messages portrayed in the media. Unsurprisingly there isn't a single aspect about any character that has had race-swapping (well, maybe some of the ones where the character has been made white...) where the race of the character was actually relevant. Heck, if anything the themes of The Little Mermaid are even stronger with the change as the entire point of the story was the conjunction of two entirely different worlds, something that is made even more explicit by having the characters also be a different race.
