If he'd done this 6 months ago, people would have already forgotten about it or gotten used to it by the time they had to cast their votes. You don't just need to rally your voterbase. You need to rally them at the right time. If you're running a marathon and you kick too early, you'll burn out before you reach the finish line. Whether you think this timing has been planned or accidental doesn't really matter.
