I'm sure Franco would have gladly aligned himself more closely with Hitler and Mussolini, but Spain had just come out of a bloody and devastating civil war when WW2 started, hence it was in no state to conduct or meaningfully contribute to the war.
If Spain had joined the Axis forces, it would have been the weakest link and made itself susceptible to an Allied invasion. The Nazis would most certainly respond to just the possibility of that by occupying Spain, and would an Allied invasion actually commence, the country would become a theatre of war once again mere years after the civil war had already ravaged the land.
