I don't think that statement is incorrect, but it's kinda of a silly conclusion here. It's not like people didn't like Biden for his policy, just that legislative action was at a stand still. Because the public doesn't really care about governmental process, and activists like to pretend like it doesn't exist, he was a "do nothing" president, until things started to pass and that changed.
Those people either dont understand how government works or dont know what theyre talking about.

They would have probably insisted he attack Sinema and Manchin and not get anything for it instead of being cool and passing the IRA and forgiving student loans.
