I'm sure I could, I don't know, build apartments, put every poor around me into one, grow community gardens, feed them and make jobs for every single one of them, either bodyguards, groundskeepers, gardeners, maintenance, building more buildings to continue to expand my empire. Dig wells, put a sewage leach field downwind, and do everything needed to make a tiny paradice. Though of course always keep enough of a fund set asside to buy out anybody who wants to leave, make sure they go with full pockets and a new place to be already picked out.
